ks114 - You might want to look in the Packard Literature and Manuals section under the Main Menu (look to the left). There are radio manuals and a 1938 Owners Manual there for downloading. The 38 radio may be like the one in your Packard.

Is there a model number or PA-XXXX number visible? If not, is it a two piece assy -- small head assy with knobs and buttons connected by cables to a large square box mounted to the firewall under the dash? If so and you push a button do you hear a motor driving in the box?

2 knobs, 2 buttons. 1 window shows station call letters, and the other shows the freq. 1 small button makes the noise out of the speaker louder. The other one does nothing. When you push it, however, the call letter window tries to change.
