I have the 2-1/8 and believe me we cannot make it open enough to get onto the water outlet.

The ones you picture are no problem. It is the water outlet from the water pump manifold that is holding me up.

If you can't find the individual Corbin clamps and don't want to buy in quantity this photo would go a long way to say Packard did it more than one way.

Another thought if you have some decent used clamps is clean them up and use Caswells $40 Zinc brush plating kit to refinish them. Believe modern clamps are yellow cad and no idea what they were in 56 so maybe zinc is not appropriate but didn't see an economical cad plate kit.
$40 isn't really economical but better than $177 and an idea if you can't find new and want to stick with the wire type. I've used their chrome kit on a few small pieces that turned out better than I expected so they do work as long as the pieces are clean and absolutely grease free.

Was Packard the only one to use this 2 1/4 clamp?

Joel, Are you using the special pliers for these clamps, they give you a bit more spread. If no I'll send you a larger Corbin clamp
