The first bulletin on clearing the whistle had the mechanic blow air down the vent just as you did. With no results that way, Packard says the housing is soldered on so possibly it could be unsoldered and the whistle cleaned.
Depending on what dissolves the sealer compound, it might also be possible to pour something down the vent tube such as lacquer thinner or xylene or maybe even one of the really powerful methylene chloride or similar paint strippers to remove the goo. If the whistle would survive the cleaning is a question though.

Thanks Howard, I removed the pipe off my old tank that I had just cut in half to see how hard it would be. I use my Blow Torch and found it was solder on at three places. With a little heating it came right off.
Next I"ll move to the good tank, i don't see any problems. Thanks! Wes

Howard , after rereading this patent, I think this was talking about putting a dent with a cut in the fill pipe to stop the tank from whistling while driving.

Maybe so but that brings a question on how it would whistle with a cap on and just suction of the fuel pump drawing in air thru the tiny hole in the cap. I wonder when the original patent came about and if it was used on any prewar cars.
Interesting that it was on 21st series cars before that maybe revised patent was filed. By todays standards, something installed that others could examine or copy before a patent was even filed for seems strictly verboten.

Apparently according to the patent when the fuel sloshed around it was causing an annoying whistling due to the difference in pressure in the tank and fill tube as the fuel move around in a partially full tank.
I checked both of my tanks and they don't have this change, but that patent did say 1950 so when I get my tanks fixed I've have to listen for a whistling while driving around. Wes

Well I got the Ventalarm off and it was blocked good. Pull the unit and I was a able to burn all the sealant out of it. So next step is to clean it up and reinstall it.

I just removed my gastank (the rustling noise inside doesn?t make me feel good)
but I discovered something you should add to your tank restoration: The produktion paper was still in place after 68 years! see more soon on "my golden anniversary"
