Verify the check valve on the intake manifold is closing so no leakage past it or there is no leaking, kinked, collapsed or disconnected vacuum hose going to the power unit. The reserve reservoir under the fender can also develop leaks which results in low or an insufficient volume of vacuum to move the piston and apply the brakes.

Here are the three things Ross Miller found wrong with White Posts rebuild of my BTV: 1)The bore of the cylinder casting had been resleeved but the bypass port had not been redrilled.2) Outer piston seal was obviously reused and also somewhat damaged.3) The return stop washer and cushion on the top of the power piston was missing
