Such a complicated system, where to start?
Is your Bijur chassis lubricator functioning? Among the many points on he brake system that require lubrication are the ends of the pedal cross shaft, the ends of which are lubricated by the Bijur. Another of many places place where excessive friction can develop within the cable assemblies, strip the inner from the conduit and use a graphited grease. More obvious things to check are within the drum, shoe return springs, cams and levers, etc. It's an extremely potent brake system, and complex. I'd recommend starting at the individual wheels and carefully working your way all the way back to the pedal. And don't ignore the parking brake, it actuates on all 4 wheels and many of the component parts are used in common with the foot brake. Initially you could disconnect the cable from the booster cylinder to determine if your problem is there. And yes, of course the booster cylinder does have a lubrication need, assuming its in good working order, you might add perhaps a half ounce of vacuum oil.

Thanks I have it on my list to check out the bijur system, so ill make it next.
I was under the car earlier this week and there were two bolts in the braking system that were almost falling out so I tightened them and I think this has exasserbatted the problem or at least made it show up. Ive probably driven 500 mile and today was the first time the pedal would stay down and the brake not releasing as it should. Ill do some looking tomorrow at the lubircation. what can be done to check out the drum that actually does the brake assist?

If the booster weren't working, you be close to using two feet and all you strength to stop the car. A quick and dirty test, with the engine running; have someone step on the brakes and hold them on. Go under the car and see if the cable from the booster to the linkage has gone from slack to taut. And while you're there, that cable passes thru a pulley that has a grease fitting that has probably been ignored for decades.
What two bolts were nearly falling out that you tightened and made the problem worse? Picture of them?

the cable going to the resr where the booster is located gets very slack when the brakes are applied. I was doing just that today, does that mean the booster isn't functioning?
I also am not sure the spring return that is on there is correct, it doesn't seem to pull everything back to the front as it should. Thanks for all the advice btw

ill have to send a picture tomorrow, its the bolt at the top and bottom of this pedal assembly that pivots on the shaft that you mentioned had an oiler fitting.

Yes, if the cable from the booster cylinder is slack when the brakes are applied, then it is not adding force to brake linkages.

attached are two pics, one is where a think a tension spring should be but its not there.

Yes, I'm quite sure (without crawling under my car to look) that you are missing a spring. Take a look at the illustration of the pedal and valve detail in the 33-36 parts book, I'm sure it's pictured there.
I forget the exact construction details on those two bolts but when the bolts are tight those pivot points need to remain essentially frictionless.
