To protect themselves against supply interruptions Packard used multiple OE vendors for batteries, tires, starters, generators, etc. They almost certainly did the same with spark plug suppliers and I'm equally certain Champion was one of those suppliers. Their service literature of the era references all 3 major suppliers (which does not include Bowers).
In the days when leaded gasoline was the standard fuel, spark plug life was typically 10,000 miles so your car had many plug changes before the Bowers were installed.
