You are probably correct in the theory the wire is for fog lites
. I don't have an install sheet specific to fog lites but do have the 42 accessory diagram. Since the 21st series was almost identical to the 42s I expect the same diagram was still used on postwar Clipper models.

ptv, only when sitting in tall grass!
In that first picture they used a nice knot around the bundle after coming through the Firewall. I'm now wondering about the other single wire coming down, it looks like it's for the switch for the Reverse, power maybe? Since it has the Electromatic Clutch and Overdrive. Wes

If you have dealer installed backup lights the installer would have needed to bring out a power wire from the headlight switch.
EC and OD wiring should be part of the main loom and there would only be 1 lone wire exiting the loom and going to the direct speed switch. Don't remember where that exited.

Finally made it out to look if it might have had a Backup Light but the panel is to far gone. Maybe after it cools down I might look under the car and see if the wire is still there.
