That Stromberg Model C unit is probably the finest (though complex and no doubt quite expensive) automatic choke ever introduced. I cleaned and adjusted mine maybe 45 years ago and haven't had to touch it since.
Take the unit off the manifold and check that the filtering mesh in the gasket sandwich is clean (and the gasket is in good condition) - if not clean with solvent. Then clean the vacuum piston and cylinder in the unit. Then make sure the roller wheel is properly set in the appropriate notch. When all of that is satisfactory, then reinstall and set the bimetallic coil spring (pointer). CCCA published exacting adjustment procedure many years ago. If you're unsure of any details I can dig it out and post. Adjustment instructions also in the 1933 or 1934 Service Letters. Don't follow the adjustment instructions in the Twelve shop manuals, same unit but different setup. PS - if you've got some homemade gasket in place of the original multilayer copper gasket, it's probably not going to work well.

Thanks for the advice on cleaning the choke. If you could post the adjustment of the choke that would be really great and then I would know for sure it would be the correct settings
