Interesting. My 39 was purchased in April of 39 and has the Chandler Groves carburetor unlike many it seems I've seen that have the Stromberg. (recently got a Stromberg NOS as a backup though) I am guessing then what you are referring to is the economizer valve/diaphragm below. I can't remember if I have opened that part of the carburetor up before but good to know the source. Thanks.

My understanding is that they dumped the CG carbs pretty quickly as they had reliability issues. The strombergs were the superceded replacement.
