On the front wheels, yes, (4 of the )6 edit: 6 of 8bolts are backwards. If you don’t have the original bolts with castellated nuts, you could probably use modern self locking nuts. On the rear, mine was the same way as yours is pictured. Lock washers, but no cotter pins or anything.
For the parking brake, the spring attaches to the top of the rod. I’ve attached a picture from my 120.

Thanks, Ken. The photo really helps. I assume on the front brakes you want that 6 of 8 were backwards, right?
