Side mounts were an option. Some cars were equipped with them, but the majority were not. And in 1he 1935-42 era, they were only available on the Senior cars (all models) and on the 120's in the Junior series. Sidemounts were not available on the Junior six-cylinder models (115C, 110) as the fenders were too short to accommodate the spare tires.

I once saw a 1937 115C where a misguided owner tried to alter the car to include dual side mount spares, and the result looked truly horrible.

I've seen at least two different 115-C Convertible Coupes with an attempt at adding side mounts. They both came off looking very awkward, odd, and frankly ridiculous.

As you said there isn't physical room for them. So that means the tires have to mount up higher to the point they either stick up above hood or interfere with the doors.
