Steele has a few heel pads made for other cars and some look to be somewhat similar to Packards. Metro has quite a few generic pads in different sizes and styles which are a lot less expensive.

Thanks, they have quite the selection. I will get a good photo of the original heel pad on my 400 tonight. Trying to figure my options for 400 carpet.

Yes I did. I cleaned it up and had treated it with Gummi-pfledge and left it wrapped in plastic for a couple of months so it could fully soak in. Then I glued it to the carpet and stitched around the edge again.

I'm not sure how the carpet set is on your 400, but on my Cavalier the binding goes all the way around the edges and it just sits beside the door sill. I could have tucked it under the sill, which would have been much easier and given a tidy look, but I wanted it to look original. I did stitch Velcro on the edges so I can keep everything in place. All that to say, if your carpet is going to go under the sills it makes it a much easier project.

What do you expect the Gummi Pfledge to do? I believe it’s a water-based surface agent for rubber seals. Your heel pad is not rubber

I thought the heel pad was rubber. Oh well, it soaked in and made it more pliable anyway. It cleans up easier as well because it's not as dry as it was.

Most of these are flexible vinyl. Beware that solvents that can go in at ambient temperatures can come out at ambient temperatures. The stuff you used is likely to interfere with adhesive so make sure you do sew the pad on
