If there is a number stamped on it, try Napa or one of the larger parts houses but if no luck, then call Max Merritt who with definitely be able to help. The Packard parts book and shop manual, both of which are here on this site for free download, should be able to help identify the part as least to the point of what it is. There should be a seal there I believe but I've never worked on a Custom Eight as my Packards were either prewar or 1951 to 1956.

Just check the parts list on this site. 48-54 part plates, then click Steering and Suspension. Look for the 22nd/23rd diagram of the assembly of interest:
packardinfo.com/xoops/html/modules/parts ... PlateNumber=120&partslist=1948-1954 Per the diagram we click on the respective group number and get here: packardinfo.com/xoops/html/modules/parts ... &SearchValue=316756&ButtonLookup=Go We can search the part number on packardparts.com and find that Max Merritt has one for $25. You can also simply take a caliper and get the shaft OD, and bore ID, and thickness, and search in the SKF catalog. If you don't know how to do this, post those numbers and I will check for you.

No numbers, so yeah, will have to identify the part.
