I am interested in what you find-I have a similar situation with my 47. I was told by a Packard wizard that the issue is internal to the OD unit. I removed solenoid from OD-it worked-but would not engage the pawl. I also have issue with kick down-which I shorted. I get the light on the dash but it will not engage.

Having same problem did you ever get this resolved?

It turns out that the overdrive unit had seized up.
I replaced with a used transmission with overdrive and all is good.
It was impossible to disassemble the old one.
