The owner says the vin for a 1941 ambulance is 1901a2887 but I can’t seem to decode it.

That appears to be a vehicle number for a 120 commercial chassis without coachwork as the unit of sale.

The Packard Decoder on this site will decode it perfectly if put into the proper format as stamped on the plate on the car. It should be 1901A-2887 although having owned so many Henney-Packards I could decode it at a glance! Also, as I just alluded to, professional cars are properly titled by coachbuilder-make so this would be a Henney-Packard and all mine have always been titled that way.
