I understand your engineer's concern about removing too much material to flatten the manifold, which could misalign it with the inlet manifold . Finding a replacement manifold might be the best solution, but that could be challenging for a car of that age . You can try online Packard resources to see if you can find one .

As for a fix, it might be worth exploring high-quality, modern gasket materials that can better withstand the uneven surface . Perhaps a thicker gasket or one made from a different material could provide a better seal.
