For the spacers, I went and bought a little piece of 1/2" copper pipe from the local hardware store and then cut them to the appropriate length with a tubing cutter and then slit them the middle with a cut off wheel.

I would use Eastwoods Oxy sol or something like that and finish off with fine sandpaper. Wire wheel and brushes sometimes leave a slick finish that paint has a problem with. For the filler tube 1/2 electrical conduit works well and can be cut square with a tubing cutter

If you can't get the Marsden nuts you could use Nylock or Teflock nuts.
They have a coating of nylon or teflon in the last few threads and are the modern day replacement for holding applicatations.

Hey Guys - I have a question about the hex bolts but in a slightly different situation. On my '40 120, the previous owner chromed the hex nuts. They look nice but I would prefer to have the red highlight on the bumpers. I was told that there is a red reflective tape that can be cut and applied to the hex bolts and it holds up pretty well over the years. Does anyone have knowledge of this and where to find it?

Go to the Packard Club site and click on “store”. they have a couple different versions for sale.
