Not quite. The shoes are all the same on some cars such as my 1951 Henney-Packard on both front and rear and was that way on all my other Henney-Packards too. Maybe something to do with the weight being over 3 tons.

Also not true for Lockheed non-self-energizing two-shoe brakes as used for years on Chrysler products and a few other makes. In the Lockheed system both shoes used fixed anchors, thus no distinction between the shoes.

Smaller how ? outside diameter ? inside diameter ?
If it is a different inside diameter then you are going to get a different volume flow when applying the brakes.
Saw this years ago on a 4 drum brake 50's Studebaker p.u. a friend of mine picked up.
Turned out the front hoses were different I.D. and thats why it pulled so bad to one side.
Once the wheel cylinders got equal flow, worked out just fine.

Can't say for sure this is the problem, but...
