While waiting for an actual reply, did you try lifting straight up? That's how they were in my 1940.

Dome light lens cover uses a bayonet-type retainer. Push up gently and rotate to release. I don't remember which direction to rotate, so be gentle and patient.
When you get to it, I'd be very interested to see what's involved in removing and replacing the rear quarter window, mine is cracked and thus far I've been reluctant to de-upholster the rear to replace the glass. Looking at your pix, your car appears to be an 1100-703 - correct?

Yes model 1100 not sure what sub model, this is a Canadian car

Yeah I tried lifting straight up but did not want to use too much force before I got advice from someone who has done this before

On my 1940, there were stiff tabs at the top of the wheel well that held it in place with the screws at the bottom just to keep it from lifting. As I recall, it took considerable effort to get it off.

thanks again for your input I pulled pretty hard on lifting it up but so far nothing, seeing as there are no visible fasterners I would conclude your theory on cleats to be correct,
