Howard suggested a lack of lubrication may be an issue. On my car the detent spring never really pulled the lever back into the 2-3 range of neutral after it was pulled forward into the R-1 range. After a lot of WD-40 at both ends of the column (the rubber cover on shift lever pivot is torn by the steering wheel, so I could spray oil into it easily) and moving the lever back and forth between R-1 and 2-3 part of neutral the shifter spring pulls the lever back to 2-3 from R-1 by itself nicely.
I also discovered something now that the detent spring is working properly. If I shift from 1 into neutral, move the lever to the 2-3 range and shift into 2nd, it has no problem, sifts fine (about 30 times with the engine off in my garage). However if I just push the lever out of 1st and let the detent spring move the lever to the 2-3 range as soon as the spring will do it, the gear selector almost always gets stuck halfway out of 1st. I am guessing excessive wear over the years from lack of lubrication is the issue. I will check the interlock on the transmission as was suggested earlier and report back. John

Just verified that the detent and interlock of the transmission works by removing rods as suggested. Have not driven the car yet but think lack of lube may have been big part of issue. Seems the issue is wear in the selector on the column.
Thanks all. John

On the bell crank were the vertical and horizontal rods connect. How much play is ok and how much is too much?
Thanks John

The bell cranks move side to side about a 1/4" when shifting. Should I add some washers to the pivot rod to prevent the bell cranks moving side to side? Or are they supposed to move side to side during shifting?
Thanks, John

On Page 65 of my clipper Blog, I went through the column shifter.
Removed the steering wheel and column shroud and clean and regreased the mechanism. It made a big improvement. The clearance as specified of .025 if I remember correct was also key to getting everything just right. mikesClipperP65 I need to do the same on my carib this winter.
