OEM paint on the horns including the domes was semi-gloss black. I believe the maker was Sparton.

Michael,
Since the car is being restored, I would recommended contacting Packards International and buying their various judging guides as a reference. The engine bay judging guide is particularly good and lists how all the various underhood parts should be painted, plated, or generally finished. It even covers things down to the style, or lack thereof of the spark plug boots.
