Were the LWB cars from 1948 to 1950 Henney built or factory cars?

Neither, Briggs did the conversions. Henney did the postwar LWB cars thru '47 and resumed again with the 53/54 models but, they were so busy with new hearse/ambulance models on the 22nd/23rd series that the LWB car manufacture was contracted to Briggs.
