I was at a cruise night last evening and a modified 34 Studebaker came in with a glass wing Goddess of speed hood ornament. Oddly she wasn't pushing the tire but rather had her arms folded back toward the wing. The owner said that he heard that for 2 or 3 years California wouldn't allow the arms forward (safety issue). Anybody ever heard of this?

Nope, never heard that. To me, more likely is that it was an aftermarket knock-off modified to avoid design patent infringement issues.

Someone advised me that:

the 120 parts book lists "California only" donut pushers without the arms and donuts..

Perhaps not the same as the OP says the one he saw had arms that were folded back. Has anyone checked the book on Packard mascots and radiator caps for illustrations?

EDIT: the information about the parts book listing came to me via email from Fred Kanter.
