Carbon build up in intake manifold

After removing intake and exhaust manifolds, I found a great amount of carbon in the intake manifold. So much so that it flakes off. Would this be a sign that the valves need to be ground??

A lot of carbon in the hotbox under the intake manifold is not surprising and tells you, uh, just about nothing. A compression test will tell you if you need to do the valves, and observation of the exhaust at the bottom of a hill will tell you if you need to do a ring job.
