1946 rear spring bushings

What do we know about the rear spring bushings used on the rear springs of a 1946 Packard. The spring at the rear looks to almost be hitting the on the hanger at the rear. Looking at it the bolts looks to be out of center with the bushings. I'd assume they are tired. Are these just rubber bushing with metal sleeves? Press fit?
