Sure can. Rustoleum will work fine on any under hood part including the engine block and head. The only part it will burn off of, is the exhaust manifold and exhaust pipe.

I paint my exhaust system with 2 coats of aluminum hi temp stove pipe paint when I put on a new one. The first 2 or 3 feet of exhaust pipe discolors but does not rust. The rest looks like new after 10 years.
