You could put the end of the speedo cable in a cordless drill set to a low gear, drills usually have their RPM's listed on the side.

1/10 mile isn't likely to give an accurate indication. Use an electric drill to run up ten miles, then do the math. Running the speedo at an indicated 50 MPH may give the best accuracy. I used to be able to get assorted speedometer drive gears at a local Ford dealer for adjusting accuracy. Some of the gears may be the same across different manufacturers and applications.
