Well, if the $9500 investment is true, it might lead you to believe that the fellow is just trying to recoup some losses. I don't really know why people include the amount they've spent on the car in their advertisement. Who cares what you put into it? It doesn't change the value. It just shows how far upside down (or underwater if you will) that you can get on these things. Just breaking even is a huge victory for almost any car restoration effort.
