I was thinking some kind of antenna. The black ends on the rod might be an insulator and mount but that's just a guess.

Some early form of Soviet GPS antenna for tracking occupants of automobiles. Required. Sputnik!

Just like today, except GM calls it OnStar and made it desirable enough to have loyal subjects pay for it.

Howard, thanks for your help and attention. A kind of test equipment would be another possibility.
To follow your idea of some kind of antenna isn't a wrong track. At least some few of short-distance ambulances had been furnished for radio communication, clearly recognizable by long whip antennas.

Since it appears to be deliberately placed in plain view of windshield and appears to have a wire routed around windshield/top post it is something that has to be read from interior of car and most likelymonitored by some passenger navigator rather than read by the driver. Assuming the car is left hand drive and not rite hand drive.

Maybe somekind of temperature monitor/control for windshield fog/frosting/condensation. Difference between inside windshield temp v outside temperature to control defroster. Just a long shot idea.

Odd that the top of the column seeems to at least touch the underside of the protruding roof section (similar to a small visor) over the windshield OR maybe intersects THRU the lower roof????
