That's pretty much what it costs to paint a car these days.

FWIW--Motor City Packards will be re-popping the dual quad linkage set up for Caribbeans this year.

You can get the build card for your car from the Studebaker Museum in South Bend, that will have your key numbers on it. There is a dealer in antique car locks and keys from Dexter MI who can cut you keys from those numbers. You may find a local locksmith who can do the same.

Actually, the ornament is properly referred to as a Cormorant, which is the exact bird it is modeled after. The coat of arms is just exactly that, may sometimes be referred to as the emblem. The noun "Swan" should never enter the conversation of educated Packard folks.

Did they replace the pot metal housing for the King-Seeley gas gauge? We make those at my place of work, Classic and Exotic Service in Troy MI.

It is in Michigan, currently undergoing a full frame-up restoration. I'll ask the owner if he wants to connect.

My big question is: why didn't they buy GM Harrison systems? They bought Delco generators, Voltage regulators, distributors, Guide lighting units--why not GM Harrison A/C systems?

That photo shows the original Lehigh V-4 compressor on a Packard V-8 engine, but it's on the wrong side of the engine, and the bracket appears to be home made. The original bracket is cast iron and quite heavy. It mounts on the driver's side of the engine.
