The switch and install detail is in Service counselor July 56, Vol 30 # 7. Max Merritt has the kits. If you are not particular about the real deal, you can also modify an antenna up down switch, and there are some commercial switches that can also be adapted. The original kit switch is one that when moved, stays in the manual up or down position and keeps the system energized until limit switch is activated.
The entire arrangement is just a matter of connecting a manually controlled ground so it is in parallel to the existing output of the compensator switch while disconnecting the circuit thru the compensator so that doesn't energize when manual is desired. The schematic is in the 56 version below but easily adapted to the 55 although a stock 55 will have some minor wiring differences.

Not a carb person and probably reasons why not to do but one of the uses listed for non hardening Permatex is just what you are encountering-seepage around poorly fitting gaskets. Says it is gas resistant but does not say gas proof so that leaves a bit of wiggle room.

Looks like someone has been busy as quite a few changes in your album from what appears to be some early rough photos of the car.
I like your proposed colors because I think that body style looks better all dark or at least with a darker bottom. There are a few photos on site here of a 41 with a particular gray or silver/blue combination that are quite nice together.https://packardinfo.com/xoops/html/modules/newbb/viewtopic.php?post_id=13345#forumpost13345. Know it's not the same bodystyle but the colors sure work. Wondering if you would post a few more pictures of the firewall & engine bay on both sides--maybe even the dash & under dash area. I have (probably lots of others also) never seen a RHD setup of that that era. Am curious about the differences & also because I wonder if a standard fairly easily found LHD heater setup would work or if it would require something special to clear the RHD components.

The photos link would be nice and already is a valuable resource. I think though there should be also be another way to search or maybe view -- but don't know how or what to suggest--maybe someone else does.
Case in point: some references were made in a forum post re picts of fact AC cars that had been posted in the car shows gallery. Since the search options currently are title, date, rating and popularity (none of which was mentioned or I knew) only option to find those was going thru 250+ photos one at a time. The thumbnails were a big help in weeding out the obvious but otherwise not large enough to get a good idea in the possibles of what was shown so lots of slow downloading was necessary.

Installing the switch as you propose would be OK in my opinion as long as the cable run from the battery was in good condition and well protected & supported in any areas where it could be damaged. As O_D mentioned above, some do mount the switch at the starter in the hot lead. I think the main issue of placing the switch in the hot lead arises when the cut off switch is mounted at the battery or other points and no provision is made to ensure there is no possible way vibration or carelessness wouldn't allow a short to the closest metal object.
