That appears to be a '30 Imperial convertible coupe with body by Locke & Co. on a 136" wb. Custom coachbuilders frequently included this feature in their bodies for those luxury chassis with sufficient wheelbase length to accommodate it. It was a fine idea, much better than climbing up the rear steps on the bumper bracket and fender, contorting one into the rumble seat. Steve
