If you can spin it from the tranny side of the cable and it works, then the problem is in the gear that drives the cable in the tranny.

Kevin's thoughts about it being the gear are probably spot on. It just might be that the cable isn't long enough and doesn't reach the gear or the output connector that the cable goes into.
You may want to get or make a shaft with the right size square as the cable. Then insert it into the gear/connection spot and manually turn the transmission over to see if it is indeed the gear/connection socket.
