At high engine RPM like driving around 60 MPH you may get fuel starvation and this was the fix from Packard. If you do not have the problem no need for the air dome

Yes, the concept was to eliminate some of the pulsation in the fuel delivery flow. In later years and in other makes of cars, the domes were either eliminated or never used, so I wouldn't be concerned about it's absence.

Check with the various fuel pump rebuilders if you are still desiring to have a dome. Or you could easily fabricate one with a short 1/8" NPT nipple and cap. Not as nice looking, but will serve the same purpose. As O_D says it is not a critical component.
