Be prepared for some of the old original size and style wire clips being rusted and replacements NLA. Restoration Specialties which Joe linked to has the best and least expensive selection. You can download their PDF catalog and if you print out a page actual size you will get an illustration you can lay your old clip on and compare. A few -- but not all -- of the replacement clips can be turned 90 degrees and made to work if the exact item is not available but you may need to substitute universal clips instead. Most of those NLA clips can be worked around.
The price quoted on the bumpers sounds about right. I paid that much to have my 47 bumpers chromed at a local shop a couple of years ago and this is a high price state for that kind of work. AFAIK, there are no aftermarket chrome items available specifically made for Packards.

might get a quote from hanlon in Richmond Va-chrome is expensive where ever. I shipped a bumper to them ups for about $35 several years ago.
