I can't figure out how oil even got there as no passages lead to the studs as far as I know.

Because there are bubbles it might be that the movement of some type of air or gas is moving the oil from where it exists to the top of the bolt.
Oil pressure seems to be good. And the engine runs cool. What could it be?

bubbles can only mean there's pressure (compression) loss, so head gasket issue around that bolt likely. Possibly boiling coolant leak, but then there'd be no oil.
Check compression in the nearby cylinders and do leak down if not able to detect.
