I have been told pushes air into the oil cap for cooling?

One of the first mentions of the tube is in conjunction with sticking valves and changes to the oil filler tube and cap to provide better ventilation to the engine internals. Feb 1, 1941 SC Vol 15 #3packardinfo.com/xoops/html/downloads/SC/SL-VOL15NO3.pdf
Believe it was only used on the 356 engine & eliminated sometime in the 22 series. You can get a running commentary of the problem and various other things tried by looking in the service index and reading thru the many mentions of valve sticking. Would almost have to find a parts car or engine for a Packard version but it is just a straight piece of steel tubing with a couple of flat pieces of metal welded on. The dimensions and photos can be posted if you wanted to make one.

. No, not for cooling. The purpose of providing more air was to enhance crankcase ventilation. Thus when removing and reinstalling the oil filler tube it's important to do it such that the air intake slot in the cap faces the tube.

I hope this helps. The two straps measure 7 5/8 inches long, including rapping part way around the pipe.
