The hubcaps on the 2106 are very sturdy and heavy. My right front hubcap is firmly attached but, I can rotate it with my hand when the car is at rest. It squeaks when the car is underway.
What is the best way to fix this? I thought about adjusting the "fingers" that hold it on but remember when the hubcap when spinning off into the forest and I saw $400 of hoardered gold evaporating into thin air! I did recover it but is has a greater share of "patina" now.

Any suggestions?

I don't know if there is a good answer but Packard did issue a service article on tightening the clamps to better retain the hub caps. For a start, you might check your wheels and see if the dimensions on the clamps are where Packard said they should be.packardinfo.com/xoops/html/downloads/SC/SC-VOL22NO2.pdf

I doubt this would be the issue but there are also different hub caps with a very subtle difference and the two should not be mixed.packardinfo.com/xoops/html/downloads/SC/SC-VOL21NO10.pdf

Swop it to a different wheel with a tight cap and see if the same looseness goes with it or it becomes tight and the swopped cap rotates on that same wheel.
That'll eliminate the wheel or the cap as the cause of your troubles. Then you can proceed to a solution.

If it has "taken an unauthorized ride" at some time, as alluded to, it is probably out of round, bent, and/or rim damaged. But can't tell from here. My eyes aren't that good. There are people that repair hubcaps and wheels, but not up on that at moment.
