I’d there a way to take the ratcheting mechanism off of the “rod” on a bumper jack for painting purposes ?

I believe you’ll find that the ratcheting mechanism just slides off the rod, although you didn’t mention exactly what year/model jack you’re asking about. That said this business of ‘just sliding off’ might require a particular positioning of the internal ratchet or raise/lower lever.

I think they all left the ‘factory’ disassembled and packaged in a plain cardboard box.

That’s an often forgotten but very important step in working on old cars. For things like that, my tactic is to set it aside, then sneak up on it which generally surprises it into submission.
