Fender skirts were standard equipment on the 250, 300 and 400 series. They are not particularly in short supply. I'm sure many of the regular Packard vendors might have them. Also if you get Hemmngs, there used to be a guy, Big Jim's (in TX?) as I recall, who advertised there and specialized in fender skirts.
The parts book will tell you which years share the same skirt; the book is available for download or browse on this site.

Should have been standard equipment on your car, new, but know that skirts were often discarded from MANY cars, not just Packards, in their later years. Some people simply found them to be a nuisance. Sometimes rust got the better of the mounting bracket and surrounding fender.
Skirts were also available as an "equipment kit" from the dealer with all the mounting hardware. NOS kits are probably NLA, but know that one kit covered 1951-53 and used the same shroud (skirt) as what would have originally been installed your 400. I don't know of anyone reprodcuing the bracket and details.

A propper set of well fitted wheel skirts is extrremely important for overall performance of the vehical ,
the uncovered rear wheel well will allow for destabilizing turbulent airflow at blistering velocity attained by the thunderbolt 8 it protects the vital rear wheel from 30 % of damaging ultraviolet sun exposure it might sustain if unccovered its mechanically obstructive feature is most important for reminding one that the rear tire is being changed as in contrast to the front tire and most importantly self respecting motor vehical operators are not seen in public without propper wheel skirts , the unfortunate current fad of operating a motor vehical "Au natural"or "without"can be directly related to the downfall of the modern american family values concider exactly why it is that you put up with all of the lovley headaches involved with the operation of the thing in the first place ,and have a happy Thanksgiving

If those are excellent mine must be better than new
memory says that 1948 thru 1956 skirts are all the same, BUT the studs that line up in the holes changed location so that 51-54 are interchangeable but 55-56 are unique to that year. I am unsure about 22nd-23rd series but same panel. I believe the set I have is 51-54 - a very light green and looks like they were removed the first winter and never reinstalled. I can dig them out and post a pic if anyone is interested.

OK, here are some pics. Looks like they might have been taken off the first winter - doesn't even have surface rust.
The original woven anti-squeak is still stapled on. It is painted that ugly light green that Packard used.
