Guess it depends on what they are comparing with. Maybe an advance from previous Packard designs but there were probably competitive designs that were comparable.

Are we saying there are differences between the '55 and '56 intake manifolds?

My guess is they found better midrange torque from the longer runner. That improves breakaway and eliminates the "slushamatic" sensation you get with the straight eight.
You have to compare the two cars to appreciate the improvement.
