the easiest way to test engine RPM accurately is with a photo tachometer. no connection required so voltage is irrelevant.

I picked up an old Penske tach/dwell meter at a swap meet for $10 It just hooks up to ground and the coil- has high and low range RPM

I use one made by KAL.
It runs on 12 volts and I use a motorcycle battery. All the measurements work fine on my 6 volt positive ground Packard. Tach, dwell and other stuff including charging amps, volts It6 was free. Jim
