I am going to go one step farther in agreeing with O_D and say yes I think it does move on the 22-23 series but on the Clippers it may not be so. Whether the pedal moves depends on a couple of variables.
The connecting link between the pedal and the clutch relay shaft mechanism changed with the 22nd series. 21st and earlier has one number and the bar has a slot while the number for the link used on 22nd series changed. A question would be what changed in the 22nd series bar since the 22nd illustration in the service manual looks the same unless the slot was in fact eliminated with the change in part number. 23rd has a different bar and I suspect the pedal would also move on any 23rd series with EC if that also has no slot.
The way the pedal is attached to the relay lever by the link varies. On the 21st and earlier there is a slot on one end of a flat bar and a hole on the other. When the bar is attached, the bolt on the pedal is in the hole and at the other end the relay lever bolt is at at the far end of the slot. Pushing the clutch pedal pulls the bar and because the bolt is at the end of the slot it also pulls the relay lever to release the clutch. Not sure there is a slot on 22nd and later links.
The first variable is with the slot vs no slot in the links. When the EC moves the relay lever, the bolt in the lever attaching the bar is free to slide in the slot and not move the bar. The second variable is the clutch pedal return spring. If the spring is weak or missing, weight of the pedal will allow the pedal arm to be pulling on the bar and if the EC moves the relay lever, the bar will follow and pedal will drop. If the spring is present and strong enough the clutch pedal will stay upright and with the spring and pedal kind of resisting any movement of the bar the relay lever bolt is free to slide in the slot and pedal remains still and held up by the spring.
On the 22nd series with the different number for the link I suspect they went to something with only a hole on each end and no slot. In that case whatever the EC forces the relay lever to do, the pedal will follow.
Here is a photo of the 21st series flat bar showing the slot in the bar at the relay lever end. The relay lever bolt is free to slide in the slot when the EC pulls on the other side of the relay lever. The second photo shows a rod with only holes at each end. Third illustration shows a side view of the relay lever and where the EC power unit pulls the relay lever plus the location of the bolt that rides in the link bar slot. I cannot see enough detail in the 48-54 parts manual to say if that is a rod or is the same photo as in the 21st manual which shows a bar. It almost looks like a round bar which could be the what I have in the photo and is for a 22 or 23rd series. There is also a possibility the rod type link I have is for a 51-4. No matter which year, with holes only the pedal will move if something like that is what is there.
