They do not resemble those shown in various 30s accessory books which I believe is the only era that type light would have been appropriate. Packard lights have a flatter lens and what appears to be a shorter body. Unless it is a two piece assy and part is missing, Packard also used a different base setup that better integrates with the fender contour. Accessory books also say the fender lights are painted to match the car instead of being chromed.

IMO, they sort of look like the motorcycle lights some have used to add turn signals to their 30s car. Perhaps a previous owner found an original pair and maybe used the Packard box to store his aftermarket lights.
