You could just go to your local plumbing supply store and buy a roll of graphited cord pump packing. I did mine with the corded rope instead of split rings about 30 years ago; just an occasional adjustment is all that's been required since.

Hi Dave,
Yes I did that on my last water pump rebuilt on the speedster and it worked fine, trying something different. Richard

If you have some past issues of Hemmings Motor News, there was a vendor offering preformed split ring packing for various Packard water pumps. Sorry, I don't remember his name.

Found some that will work,Timken 221720, going to put two in the housing, need to put RTV to seal the threads.

"RTV to seal the threads"? Doesn't sound right to me, care to clarify?

I was wondering what that meant too! I would use a Loctite thread sealant or some equivalent.

Room Temperature Vulcanizing or silicone.
This must be used between the outer surface of the steel seal and the threads anything thinner will not seal. I also cut a groove on the inside of the jam nut for an o-ring. Have not tested yet waiting for the silicone to set.

Sorry, I still don't get it. The only threads I'm thinking of are for the packing nut which must be capable of periodic adjustment as the packing itself compacts and wears. What am I not understanding, and what did they use in 1932 where you're now using RTV?

Let me see if I can explain. The pump housing has internal threads that the packing nut threads into to compress the packing so when you put a seal down into the housing the threads around the outside of the seal need sealing to prevent water from seeping around the seal. That is where I use the RTV but I still use the packing nut to look original even though it does nothing anymore. Like I said will see if it works after the silicone sets. I did put an o-ring on the inside of the packing nut for insurance.
