Does any one know what's missing or what goes here?

I know the choke stuff is missing I'm wondering about rite below that? It seems like it's for the secondaries?

Home away from home

The starter switch goes in the round hole towards the bottom of the carb. It is a black plastic part with two terminals. One goes to the key (I think), and the other should go to the starter solenoid.

And lots of pieces missing. Here's a couple of photos showing how things assemble. Big vacuum leak without them so the carb will be unusable without work to cover the hole and possibly even block internal passages. Unless you have a box of small pieces needing a home, you might even need to think about another carb.
