I would wonder about the governor condition or if it still has a good ground.

There is not a lot of current to burn the contacts but they can get dirty or even oil soaked if wear around the shaft is letting oil get inside. If oil is getting inside, the flyweights could also be gummed up to the point they are sluggish and not moving outward enough at the proper speed to work the contact mechanism.

The ground to the contacts is completed by one of the screws holding the bottom cover. That screw connects the pot metal case to a metal strap running across the bakelite which via a rivet goes inside to the contacts. The screw could have loosened or there may be corrosion between the metal strap and screw or metal and rivet.

Disconnect the wires and the governor will unscrew from the OD. There is a special wrench to fit the hex having a handle that is bent to clear the frame but a pair of channel lock pliers will generally do the job and turn the governor just enough to loosen. Once loose it should unscrew with only hand pressure. I don't remember if the adapter gear is pinned in the governor or not so when removing the governor make sure the gear and shaft is coming out with it.

I bought cheap channel lock pliers at HF and ground them thin in order to get a grip on the governor. Just a 1/4" turn and you can unscrew it by hand.

I used large channel-lock pliers like Joe, except I did not grind down the jaws. Carefully grabbed to housing with the pliers and is loosened with only a slight amount of twist pressure. Joe's method is a better way to go.

Here's some pictures, plus I made my own wrench but it was so loose I could have taken it off by hand.

In addition to Wes's photos showing the governor internals, here is one of the bottom cover identifying the wires and metal ground strap.

If you do not have the Electromatic Clutch option the wire labeled EC will be unused and that short wire should be tucked safely aside. Check the screw that goes thru the ground strap for looseness or corrosion. The screw provides the ground connection between the metal strap going inside to the contacts and the pot metal governor body screwed to the OD case. The governor connection to the OD case can also be a source of poor ground issues if the governor is loose or threads corroded.
