Always a good idea on a long resting engine is to leave the plugs out and roll the engine over several times before trying to start. You are correct to worry about the tank, but if its not leaking your probably in better shape than you think. Tanks always rust from the bottom so they are simple to find the problem.

Thanks for posting the pics. The E brake works don't know about the power brakes yet, that why the block of concrete in front of the wheel. My driveway is all downhill. The packard is going to be a fun project, can't wait to drive her.
