In addition to the tube, there also appears to be a home made heat shield over the manifold. I am surprised all that is needed on a 6 -- or even an 8 for that matter. Wonder what the symptoms were that it was felt all the extra would help. The way the tube is bent it might be feeding cool air from under the car or else angled over to the knockout in the radiator shroud the fresh air vent used.

If it does help then the next owner can make the tube look a little more professional. Packard might have done it using something along the lines of the metal heater fresh air vent tube for cool air or the 356 crankcase vent installation for fan forced air.

I looked up the auction company for that sale: 20% selling fee for anything over $500,and 10% buyers premium, if you pay cash!

If a car brings $10,000 (for calculations sake):

Buyer gets $8,000
seller pays $11,000
auction company makes $3,000

This '56 seemed very exciting until I had it inspected about a year ago. After years in the Kepich warehouse, It has sat outdoors a long time. The complete mechanics will need to be gone through to return to the road. 5K would be stretching it.
Sad.
