looks like a servicable item. Am I right thinking that it moves up and down only the way the body-cylinder is long? just for adjusting the antenna and not for in and out of the complete lenght?

That is correct. Vacuum moves it roughly 18 inches which is more than adequate for good receptions on most stations. The two telescoping sections are about 24 inches each so when everything is extended it is about 6 foot which might pick up long distance stations.

Doesn't look stock but look under the front seat for an optional under seat heater. Packard only had one blower switch for the 22-23 series cars. Normally heaters were hooked up so both ran at once but if a customer bought the underseat unit and didn't want them both on at the same time dealers would add an underdash switch for the extra heater. Usually those Packard switches had two or three positions and a coil of resistance wire embedded in ceramic on the back. If aftermarket, continuous rheostats were common. If that is not for a heater then I don't have a clue and it comes down to chasing wires.

If the black bracket switch is for the reverse light, definitely not stock but maybe aftermarket and the red light is to warn you it is on..

Here is the switch that would be for the late 22nd-23 series stick shift factory bracket and reverse light. Early 22nd and Ultramatics had a different one.

That looks like a simple on/off push pull switch. If so, don't believe there is a knob.

I agree with Howard it looks like a push - pull switch. Have you tried pulling it or pushing it to see if anything happens? Sorry about the miss label I was just going by what I was thinking it would be, because the flasher is some where in that area.

if you push and pull the switch more often, it turns from a "noting-happens-switch" into a switch for the electrical fuel pump!

finding the flasher is quite important, I?ll have to install a hazard warning for the strikt german "DMV". I think it might be the connector with the newer colourfull cables on the right? and the timing relais sits on top of the instrument cluster?

About your 4 way blinkers, you can install a bosch switch, or make your own like I did.

And yes, the flasher (blinkgeber) is that little can that says Tungsol flasher.

I see something you need to be careful of when poking around under there. The clock fuse has been removed and the bare exposed contact (circled) below the wire and metal holder is connected to the unprotected side of the circuit breaker. If you accidentally short it to the metal gauge cluster there could be a problem.

The round multicolored wire and connector does go to the turn signal switch. Here is an extraction of just the stock turn signal circuit.
